Los Angeles College Promise The Los Angeles College Promise (LACP) serves first-time, full-time college students through a comprehensive strategy designed to support students to complete their higher education goals or professional workforce certification. The goal is to help students “start right” on their way to “ending right” with a two-year degree, university transfer or workforce certificate in a timely, efficient manner. College Promise program and student participants with the announcement in December 2018 of new legislation, AB 2, by Assemblymember Miguel Santiago, front row, center, to extend the free tuition program to a full two years. Los Angeles Mayor Eric Garcetti, second row, center, is a leading advocate supporting the L.A. College Promise program and the new legislation to expand it into two years of free tuition. The Mayor’s Fund for Los Angeles was instrumental in ensuring the program’s launch in 2017 with strong financial support.
